The Perfection Of The Affordable Housing System In Our Country

As a housing welfare system, Chinese affordable housing system has got rapiddevelopment in the national scope since1998.On the one hand, the system hassolved the housing difficulties of urban low-income families, protecting the basicrights of a large number of low-income families to live; On the other hand, thesystem also played an important role in restraining the soaring prices of our country’scommodity houses, ensuring the real estate market developed orderly and heathly.Its role can not be discounted, but in practice, there are still many problems,such as high housing prices, privately subletting, the unreasonable location, theunclear property rights and so on. All these problems, in the final analysis, are due tothe imperfection of China’s legal system on affordable housing. Therefore, in thispaper, the author attempts to analyze the problems which exist in the affordablehousing system and proposes some solutions by recommending building commonproperty system. Specifically, the problem will be discussed in following parts:In the first part, there will be a statement of the emergence and development ofaffordable housing system in China, meanwhile, the concept and the characteristicsof affordable house will also be discussed to explain the importance of the system.In the second part, the problems which exist in China’s affordable housing system will be analyzed from two aspects: First, to analyse the current legislation onthe affordable housing system and then to propose the existing problems; Second, toreveal the feasiblity and the advantages of the common property model by studyingthe operation of the affordable housing system in some our country’s cities.In the third part, according to the common property model, the commonproperty of affordable housing system will be stated comprehensively, including thedefinition and legal basis of the common property and the particularity of thecommon property model. And then, the practice about the common property modelin China and Britian will be intorduced for preparing for the recommendations in thenext part.In the forth part, the author will give some advice on the existing problems inthe affordable housing system. In section1, the relationship between differentsubjects of the common property will be cleared in order to provide for thelegislative reference. In section2the author describes the improvements in severalimportant aspects of the legislation.
