Affordable housing as a housing system with welfare, has its strict access conditions, and because of their land acquired by the allocation, free land transfer, causing the property is not complete, is defined as "limited property rights", there is a limit on earnings and disposition. "Affordable housing management approach", although for their entry and exit made specific provisions, clarify it shall not be traded within five years. However, due to the imperfections of the legal system, in practice, the parties privately illegal trading driven by the interests of affordable housing under the common behavior, the resulting disputes continue, the judgment mixed.Aiming dispute affordable housing turnover generated in the process, from the legal point of view in depth analysis. For less than five years in private trading, the sale should be recognized more effective balance between the interests of the parties; indicators for later transfer issues should be identified to distinguish the identity of the transferee index; for affordable housing problem of succession should be explicitly the nature of the property to be the case treated differently, to be further clarified and improved legislation.
