In modern times, the development of human society largely depend on thepromotion of fossil fuels. As the fossil fuels has been consumed, human society beganto seek continuable energy supply. Renewable energy exist in nature in large amountprovide us the resolution. At present, the rapid development of our economy as wellas the consumption of fossil fuels caused serious environment damage. And thecountry’s oil supply largely depend on foreign oil make the energy safety problemmore urgent. To solve these problems, therefore, it is essential to exploit therenewable energy. In2005, with the pass of the renewable energy law and a series ofregulatory measures, the country’s renewable energy industry began to rapid develop.The paper at first introduces the development of the renewable energy industryaround globe. Through the contrast between Western countries and China on thetechnology and investment of renewable energy industry, the paper contends that gapis very large.Secondly, the paper introduces the country’s promotion legal system of renewableenergy industry, including renewable energy development fund, feed-in law, costsharing system and tax credits. The paper summarizes experiences and lessons fromimplementing these institutions, and points out that some institutions cannot meet thedemand the development of the industry.This paper also introduce America’s incentives for renewable energy in differenttimes. And it focus on the loan guarantee measures and cost sharing cooperative agreements. Thourgh the case study of these institutions, experiences that acquiredfrom these cases would benefit Chinese renewable energy industry.The paper at last offers three proposals for the country’s renewable energyindustry. Among these three proposals, cost sharing cooperative agreement wouldpromote investment of th industry; renewable portfolio standards would enhance thepositivity of the grid companies to buy renewable power; greening the governmentwould creat large market for the industry.
