Foreign publicity work is a common but always-new topic of the government. Under thebackground that the globalization trend is developing, the contacts and exchanges amongnations are getting closer and closer. Due to different political systems, cultures and modes ofthinking, the possibilities of misunderstanding and conflicting between Chinese and westerncountries are increasing. Good foreign publicity work is very significant in strengthening thecommunication between Chinese and other countries, maintaining the national image andenhancing china soft power. In recent years, the local governments, especially theDepartments of overseas Chinese Affairs, with the advantage of rich overseas resources, arekeeping lifting their importance during the process of foreign publicity work. They play avery important role in establishing fine national image and safeguarding the national interests.This essay, by the theories of administrative management and communication studies, isfocusing on the research of Guangdong province, which is typical in foreign publicity workas local government. On the basis of the analysis to the present Guangdong foreign publicitywork, this essay summarizes its disadvantages and advantages, and gives advices onGuangdong foreign publicity work, guided by the theories of public relationship, governmentbuy service and communication studies.This essay is composed of four parts. In the preface, it expounds the researchbackground and significance, present status, research purpose, method and train of thought.In the second part, it defines the basic concepts and related theories of foreign publicity work,clarifies the main duties of foreign publicity work. In the third part, it analyzes the foreignpublicity work of Guangdong government and the advantage of local department’s work,using public strategic management theory. In the fourth part, to draw on the experience offoreign governments and their foreign publicity work, analyze the main problems ofGuangdong foreign publicity work and give advice.
