The Study On The Management And Service Of Overseas Chinese Affairs Of Local Government

Overseas Chinese affairs is an important bridge connecting overseas Chinese with returned overseas Chinese and their relatives.As the central city of Wenzhou,Lucheng is a famous hometown of overseas Chinese.There are more than 86,000 overseas Chinese and 53,000 domestic returned overseas Chinese and their relatives,which are characterized by large number,high level and fast growth.With the continuous promotion of the work of "big demolition and big integration" and "big construction and big beauty" in Lucheng district of Wenzhou city,the development opportunities increase and the development space expands.Public administration and public service are the most important functions of the local government in overseas Chinese affairs.In the management and service of overseas Chinese affairs in Lucheng district in recent years,poverty alleviation has made initial achievements,Chinese education activities have been widely carried out,the service forms of warm overseas Chinese and respect for the elderly have been diversified,the service quality has been improved,and the work of protecting overseas Chinese in accordance with the law has been steadily promoted.Taking Lucheng district as an example,this paper conducts questionnaire survey,field interview and telephone interview on overseas Chinese affairs subjects and cadres.This paper discusses the research background,purpose and significance of overseas Chinese affairs management and service.The theoretical basis is the related concepts of overseas Chinese affairs,overseas Chinese affairs management and service theory,and the development of overseas Chinese affairs theory with Chinese characteristics.Combining with the current situation of overseas Chinese affairs in Lucheng district,this paper studies the development of management and service.According to the survey results,there are some problems in overseas Chinese affairs in Lucheng district,such as lagging information,single form of Chinese education,lagging software and hardware in pension development,complicated window procedures and limited rights protection for overseas Chinese enterprises.According to the characteristics of the actual situation of overseas Chinese in Lucheng district,the establishment of institutions and the cadre team,it is concluded that the root causes of overseas Chinese affairs management service problems lie in the unclear positioning of government functions,insufficient cadre team construction,rapid change of overseas Chinese affairs objects,imperfect policies related to overseas Chinese,and the lack of effectiveness and diversity of management service methods.Finally,targeted puts forward some countermeasures to improve the level of management and service of overseas,through explicit government function positioning,strengthening the construction of cadres,strengthen relations with the object of overseas,to perfect the relevant policy concerning mechanism,rich way of management and service innovation of overseas Chinese in five aspects,such as,the Lucheng practice play a role of management and service of overseas Chinese.Based on the theories of public management,public service and overseas Chinese related issues,this paper puts forward the corresponding countermeasures based on the characteristics of overseas Chinese affairs institutions in Lucheng district,the actual situation of overseas Chinese and the implementation of laws and regulations concerning overseas Chinese.As the famous hometown of overseas Chinese in Zhejiang province,the workload of overseas Chinese affairs is large and the situation of overseas Chinese is complex and changeable.The study on the management and service of overseas Chinese affairs in Lucheng district is typical and representative,and provides new research ideas for the management and service of overseas Chinese affairs in local government.
