The Politics Of Overseas Chinese Affairs At Local Levels In China: Explaining Policy Implementation Gap

Policies on overseas Chinese affairs has important practical significance tomaintaining overseas Chinese legitimate rights of Survival and development,conserving overseas Chinese resources, and achieving the new unity and new jointforce with the majority of overseas Chinese. However, the policy implementation gapof overseas Chinese affairs at local government, result in a considerable impact to thedevelopment and utilization of the overseas Chinese resources, affect the reputationof government and the economic and social development of China. Therefore, how toresolve the policy implementation gap of overseas Chinese affairs becomes theimportant issue in the study of the overseas Chinese affairs.This study attempts to explore the causes of the policy implementation gap ofoverseas Chinese affairs in the analytical framework of policy implementation modelof overseas Chinese affairs at local level, and reveal its political meaning. Follows arethe specific studies:First of all, it is to introduce the origin and significance of this study, collate thestatus quo of policies on overseas Chinese affairs, propose the analytical frameworkof policy implementation model of overseas Chinese affairs at local level, and thenintroduce the research content and approach.Second, it combs the historical changes of policies on overseas Chinese affairsafter1949, introduces the current implementation status of the policies on overseasChinese affairs, points out that there are passive, symbolic, twist, selective andoverlapping implementation problems in policy system of overseas Chinese affairs.Third, it analyses the causes of the policy implementation gap of overseas Chineseaffairs. Includes:(1)The implementing conditions, with the characteristics oftimeliness, fuzzy and optional nature, the slanting focus on abroad overseas Chineseaffairs, and the dispersive and over utilitarian target groups.(2)The policyimplementation system at local level, with the problems of imbalance betweenresponsibilities and rights of implementing agencies, and the decentralized authority.(3) Policy input, with the input breakage problem and so on.(4) Policy outputs, with the ineffective implementation problem resulting from the weakness of funding,human resources, and the low cognitive level of the policy implementers.(5)Feedback, with the problem of ineffective supervision.Finally, this study reveals the political factors of overseas Chinese affairs at locallevel in the policy implementation gap, and discusses the legality implication of thepolicy implementation gap of overseas Chinese affairs.
