The Justice Of Government Assistance Policy Of Victims

China is a country with frequent natural disasters. Natural disasters will cause serious influence on our national life and property every year. In recent years, the frequency and intensity of natural disaster is in a growing trend in each area in China. These disasters lead to that the pressure of natural disaster relief work is increasing. Along with the disaster relief work development, the attention on the victims’sense of fairness to government policy problem is increasing. But so far, there are few studies of scholars in this field. This paper will be based on the victims whose house suffered from different degrees of loss in the flood of YongJiXian jilin city in2010by carrying on the questionnaire survey and personal interviews in a portion of victims to collect the related information and data, and measure and analysis the victims’fairness situation of the government disaster relief policy by three dimensions of distributive justice, interpersonal justice and information justice. We found the different sense of fairness of the victims on the government disaster relief policy because of the different permanent residence and the different location of housing, which based on the analysis of individual characteristics. We found the different sense of fairness of the victims on the government disaster relief policy because of the different evaluation on the amount of relief compared to the disaster loss of the house, whether the family having died and different modes of distribution, which based on the analysis of the factors of fair distribution. We found the different sense of fairness of the victims on the government disaster relief policy because of the different evaluation on whether to participate in an organized disaster relief activities, treatment of relief material distributors and the government’s relief effort,which based on the analysis of the factors of interpersonal justice. We found the different sense of fairness of the victims on the government disaster relief policy because of the different evaluation on different paths of understanding the disaster relief policy,which based on the analysis of the factors of information fairness. Thus draws the following conclusions:the government must be in line with the serve,the basic needs of principle and value standard foundation, increase the media and government officials and other reliable information on disaster relief policy information released by the strength and breadth, improve post-disaster relief policy at the grassroots level the implementation of treat victims attitude, and constantly improve the disaster relief policy implementation system of supervision measures in the process of making and implement post-disaster relief policy, which is helpful to improve the victims’fairness of the disaster relief policy. I hope that this paper will offer help for the work of disaster relief in the future, and provide some basis and reference for the relevant research.
