China’s ASEAN Foreign Strategic Research Under The Framework Of The New Security Concept

With the end of the Cold War, the military and security threat facing the world is decreasing, International relations has a considerable extent on the ease, at the same time the contact of the world economy has been further strengthened, between various countries are interdependent and close contact,"Peace and Development" has become a basic feature of the international situation. In a new historical conditions, due to the deepening of security awareness and understanding, the meaning of security in the traditional sense has changed, it has evolved from a single military and political security as a comprehensive concept that includes economic, cultural, environmental and other non-traditional security field. In this context, countries in order to achieve a comprehensive national security, maintenance and seeking safety means also began to diversify, the solution of non-traditional security issues depends on the mutual cooperation of all countries, so to strengthen dialogue and cooperation have become an important means of seeking common security. This change requires the countries around the world to timely adjust its security concept and security strategy to accommodate the new international environment. The late1990s, China put forward a new concept of security of a difference with the traditional concept of security, based on the judgment development and changes in the international political and economic situation and awareness surrounding security environment facing their own. This new concept of security think to solve of security dilemma only through dialogue and cooperation can be truly, traditional force to achieve absolute security in the way the reality of interdependence is difficult to achieve the desired effect. In recent years, Chinese leaders have repeatedly called on to establish a new security concept is the use of the opportunity to attend a variety of multilateral and bilateral international conferences. The new security concept tends to become the most important tool in China’s foreign policies to trend toward economic globalization and to lead world multi-polarization. Under the guidance of the new security concept. China has actively carry out mutually beneficial cooperation with neighboring countries to participate in solving a variety of traditional and non-traditional security issues. and played a constructive role in promoting peace, security and stability of the surrounding area.As a new security concept, the new concept of security in addition to have a significant impact on China’s security strategy, but also changed the strategy and policy of China’s diplomacy with neighboring countries. Since the proposed new security concept, China began to pursue a more pragmatic foreign policy, abandon the Cold War era of revolutionary diplomacy and inter-party diplomacy. Therefore, the study of the adjustments and changes as well as the effectiveness of the ASEAN diplomatic strategy, which is an important factor for understanding the role of a new security concept. Major significance in terms of the evolution and adjustments of China’s ASEAN diplomatic strategy also witnessed the transformation of the new security concept under the influence of Chinese diplomacy with neighboring countries, help to analyze the future direction of China’s peripheral diplomacy. This article aims to observe the development of China’s new security concept after the Cold War, explore the changes and adjustments of China’s ASEAN foreign strategies and policies, and evaluation of its achievements and the difficulties faced, which intended to analyze the interaction between the new security concept and China’s foreign strategy.
