Research On China's Security Strategy For ASEAN (1992-2018)

Security is the core of IR study and the foundation and guarantee of a country's development.The security strategy bears on the survival of the country and determines the direction of the use of national resources.The security strategy is a sensitive area of inter-state interaction,any country attaches significant importance to it.Undoubtedly,China's security strategy to ASAEN has become one of the core research in the layout of national security strategy.This paper analyzes the current domestic and foreign research status.The research on China's ASEAN security strategy is relatively scarce,and the relevant literature is scattered among different topics.China has put ASEAN in the priority direction of surrounding diplomacy and actively built the china-ASEAN community of common destiny,while the security issue has become the main test.So far,we still have not a complete security strategy for ASEAN,which is extremely urgent under the theoretical and practical needs.The first chapter combs the theoretical foundation and analytical framework of national security strategy.Security theory from different perspectives to explore the causality of international security.This article reads up on the classics of international relation's theory again,and interprets realism,liberalism,constructivism,regional security complex theory from the perspective of security,and analyse cooperative security,comprehensive security and security community which are popular in Southeast Asia.The national security strategy is the "bridge" linking the theory and practice of security.The formulation of national security strategy is affected by the national strength,the strategic environment and the national security concept.The core content of the national security strategy mainly includes the target,direction,and means.The adjustment of the national security strategy is based on the evaluation of the implementation of the security strategy.The second chapter mainly describes the development history,organizational framework and behavior characteristics of ASEAN,discusses the important strategic position of ASEAN and the strategic significance of China's national security.ASEAN's geopolitical position is extremely important.It is an important traffic artery.In the past 50 years,ASEAN has become the promoter of peace and development in Southeast Asia,and the leading person in the process of regional cooperation in East Asia.Moreover,it is the seventh-largest economy in the world.For China,ASEAN is the strategic backing area of China's peaceful rise.It is related to China's numerous core and important national security interests.It is the priority direction of China's peripheral diplomacy and the "demonstration area " of China's security image.The third chapter discusses that with the growth of China's national strength and security strategy environment changes,the concept of China's national security has been adjusted from the "new security concept" to "overall national security concept",which are the guiding ideology of China's national security strategy.ASEAN is the frontier area for the practice of China's national security concept.In 1992-2018,China's ASEAN security strategy has been divided into three stages,which are 1992-2002,2003-2012 and 2013-2018.We mainly evaluated China's cognition to the importance of ASEAN,China's security strategic goals and means for ASEAN,and the evolution of China-ASEAN security relations.The fourth chapter discusses China's security strategic optimization for ASEAN in the future.For a long time,China has created a good security environment for the peaceful development.That's because China's security targets for ASEAN are more reasonable,the regional security environment is relatively mild,China uses economy as the main means of promoting relations and shelves sovereignty disputes for a peaceful environment.In the process of China's rapid rise,ASEAN didn't use the containment strategy to China,on the contrary,China-ASEAN relationship become a model of good-neighborly and friendly diplomacy.But there have some problems in security aspects,such as the lack of overall security strategy design,the shortage of security regimes,the inadequacy of the ingenious use of China's hard power,and the political mutual trust between China and ASEAN needs to be further improved.In the future,China's ASEAN security strategy restrictive factors include national strength and security strategy environment have some variables.We should continue to adhere to the overall national security concept.The security strategic goals to ASEAN should be consistent with China's overall security strategy,helping to create a favorable security environment for China's peaceful development.The optimization of ASEAN's security strategy includes optimization of security strategy target,direction and means.We argue that ASEAN has an important strategic significance for China.For 1992-2018 years,China has both experience and shortcomings in its security strategy for ASEAN.Facing the future,we need to continue to adhere to the overall national security concept in the context of ASEAN's anxiety against China's national strength and the background of security strategy environment variables.To enhance the security relationship between China and ASEAN,we should promote the overall development between China and ASEAN relations,construct the "maritime Silk Road in twenty-first Century",improve the security regimes between China and ASEAN,keep the benign interaction of great powers,and use comprehensive means.This paper has some innovations.Firstly,the research topic is relatively new and urgent.For a long time,we have not designed a complete security strategy for ASEAN.The research on this issue is relatively less at home and abroad.It is very urgent to discuss the topic at the time of upgrading the relationship between China and ASEAN.Secondly,in terms of the research content,this paper combs the analysis framework of the security strategy based on the security theory and considers the overall and regional security strategy.Thirdly,in terms of research ideas,this paper uses historical analysis method,combining with the analysis method of "bilateral + key multilateral".Then the security strategy designed for ASEAN is based on the analysis of the ASEAN and the ASEAN member countries in the review of specific problems and security relations.
