With the development of global economic since1970s, the United States and other western developed countries launched regulation policies and regulation management as the main contents of the reform. Among them, the regulation impact analysis (RIA) is main tools of formulating regulation policies. After30years of practice and development, RIA has become a significant tool for western countries to promote the efficiency of governmental work and the level of public participation. It has also played an important role in the process of improving governmental accountability and legislation. After more than20years, Canada, as one of the most outstanding RIA countries among the OECD, has developed a sort of good and mature RIA system, in which the cost-benefit analysis and the public participation are much more valuable to be borrowed.On one hand, the cost-benefit analysis can not only reflect the positive and negative effect of regulations but also keep consistent with the purpose of public policy. Thus, in order to lead the process of legislation and to evaluate it correctly, it is important to introduce this necessarily economic method into RIA-During the process of the cost-benefit analysis, the Canadian government quantifies or monetizes the object first and then discounts the outcome. Finally, it will get the "net value" by comparing the discounted cost and benefit. If this "net value" is≥0, it means the benefit is greater than the cost and the regulation should be implemented. Meanwhile, the Canadian government has published the Procedural Benejit-Cost Analysis Guide to regulate the operating process.On the other hand, as a federal country which has a tradition in public participation. Canada highly emphasized its effect on the governmental reform and has tried to maximize it within the framework of RIA. Therefore, the government has made a lot of efforts to do so. Firstly, the government has published a series of legal documents to ensure the implementation of public participation. Secondly, as for the operation, the government has taken some flexible and specific methods to enlarge the extent of the subject of public participation. After many years of practice, these legal documents and methods have established the dominant position in the public participation and revealed the superiority in the fields of medicine and education, ect.Based on the study of RIA in Canada and the fundamental realities of our country, it has been a right time to widely develop RIA in China. The reasons are as follows: firstly, the fast development of market economy has provided a material basement for RIA. Secondly, the highly emphasize and recognition of the leaders has established the political basement of RIA. Thirdly, the democratic awareness of Chinese people has provided a mass basement for RIA. Last but not least. RIA has an significant impact on the improvement of our politic civilization. For example, it is benefit for the development of socialist democratic politics, for the political interests of citizens and for the scientific and justice decision of legislation. Meanwhile, we should persist in taking economic construction as the center and promote the reform of political svstem. Moreover, we should take advantage of the mass media and the internet. especially issuing some legal documents from the aspect of cost-benefit analysis to comply with the RIA system, so as to better serve the construction of socialist modernization. Finally, by studying the legislative process of Qingdao Price Monitoring Regulations and considering the central and local legislative activities in our country, we can see that RIA has sprung up in China and we can predict that RIA will surely become a powerful tool in the process of construction of political civilization.
