In recent years, with the rapid development of our country’s economy and society, the social and economic structure is undergoing extensive and profound changes, all kinds of social contradictions increase gradually. At the same time, because of people’s consciousness of the rule and rights protection consciousness rise ceaselessly, the various masses incidents is more and more, scale unceasingly expands, the form is becoming increasingly fierce, the social from all walks of life concerns rising. The masses incidents happening and causes of social impact have become prominent problem that affect social stability and development.The government is the first line of defense to prevent and disposal masses incidents, the management ability are closely related with occurrence, development, deepening and settlement of the masses incidents. At present, the basic unit governments have paid too much attention to the disposal of the masses incidents, but they have ignored the prevention of them. Researching mass incidents prevention mechanism, help us understand the characteristics and causes of the masses incidents. The researching will also be helpful in finding social problems and factors of instability in the social economic development and reform. The government officials’ ability to deal with the masses incidents will also be enhanced, and thereby can take effective measures to prevent the occurrence of the masses incidents, in order to maintain social stability and promote the harmonious development of the society.This paper mainly has five parts, the first part is the introduction, expounds the background, significance, research situation, researching lines and structure, and the research methods of paper. The second part is the overview of the mass incidents, defining the concept, nature, types, characteristics, trends and great impact of them. The third part is analysis of reasons of mass incidents, including social reasons, solving reasons, legal reasons and system reasons. The fourth part introduces effectiveness and the practice experience of the mass incidents of basic level governments, giving an objective analysis of the current achievement in preventing mass incidents, this paper introduces the experience and innovation of the basic level government in preventing mass incidents. The fifth part is the effective measures to enhance the grass-roots government to prevent mass incidents. Combining with the service-oriented government theory, crisis management theory, the harmonious society construction theory and others domestic and foreign experiences, combined with our own work experience, put forward that to strengthen the construction of the rule, efforts to transform the functions of government, to perfect the system construction constantly, to improve the quality and ability of leading cadres, to continuously improve leadership responsibility system and to focus on the development of people’s livelihood career is the effective measures to prevent mass incidents.
