Research On The Changes Of Community Governance Models From The Perspective Of Historical Institutionalism

The report of the 19th National Congress of the Communist Party of China pointed out that the focus of social governance is at the grassroots level and in urban and rural communities.Under the background of advancing the modernization of the national governance system and governance capabilities,community governance is the cornerstone of China's social governance system.The community governance model directly reflects the operation mechanism and governance effectiveness of community governance.However,not only do different governance models exist in different regions,and Community governance models are also changing at different stages of development in the same region.So,what are the factors that affect the changes in community governance models?How did this change happen?Historical institutionalism believes that institutional change manifests as a replacement of the old system with a new system,and its occurrence is a complete process of interaction between the system,environment and actors,and being affected by historical factors.Based on this,this paper selects the community construction process of the P district of S city as the research case based on the historical institutionalism"environment-actor-history" analysis framework,and analyzes the community governance model from three levels:environmental change,actor game and preference,and historical existence.change.As the last rural urbanization area in S City,P District has undergone three major development stages:"removing villages and relocating residences","separating residence stations",and "co-building and co-governance".Each stage has a different community governance model.The analysis shows that the generation and change of the community governance model in the P area is the result of the comparison between the main forces of the community governance and the game after the continuous changes in the economic,political,and social environments.At the same time,the governance model is in the process of change The law of "path dependence" is followed in the process,and changes occur at "key nodes".
