In the early1990s, Russia transformed into market economy, and itspension system is required to market-oriented reform relevantly. Thissystem, which is derived from the Soviet pension system, is in trouble andin urgent need of reform, by facing backward system model, theeconomic situation decline and population aging crisis. In the processof seeking the direction of reform, Russia has experienced a theoreticalexploration from Neo-liberalism to the "Third way". Now it has alreadyimplemented "Three-pillar" pension system, and gradually achievesresults. Lessons learned in this reform process has great significance tothe pension system reform in China, which is under market transitionrequirements and the oppression of the population crisis.This article is divided into six parts. Chapter I introduces thesignificance of the study, related definition, research ideas, innovationand the inadequacies, and a literature review which is gotten throughdata collection and analysis summary.Chapter Ⅱ describes the main ideas in social welfare of the theory ofNeo-liberalism and the "Third Way", and analyzes each role they play inRussia pension system reform process.Chapter Ⅲ using historical research, describes the history of theRussian pension system reform process. Reference to the time when thecrucial Acts and regulations promulgated, its historical stage has beendivided, and were combined with the social situation at that timeelaborately. It is such kind of process that is not only suitable for Russiassocio-economic and political situation of the time, but also is consistentwith the marketization and privatization requirements.Chapter Ⅳ deeply analyzes the main drivers of the Russian pensionsystem reform. There are so many kind of factors effecting the reformorientation, such as political, economic, social, historical, cultural and etc, while the key is transformation of Russias political and economicsystem. Meanwhile, it is closely related with its social and culturalconcept, the turmoil of the countrys economic environment, theproblem of an aging population increase, and the own problems of thesystem of Soviet Union.Chapter Ⅴ focuses on summarizing the main content, positive andopposite consequence of the Russian pension system reform. Reformmainly concentrates on exploring the direction of reform, establishingthe architecture, increasing the funding sources, raising the level ofprotection, making clear method of calculation, and expandingmanagement channels, which has achieved remarkable results.However, the existing system still get some problems, and need tofurther deepen.Chapter Ⅵ using contrast studies, analyzes and summarizes thelessons learned by the Russian pension system reform, combining theactual situation of Chinas current pension system reform, put forwardreasonable and effective inspiration.
