The Performance Evaluation Index System Construction Of The Township Government Based On The Balanced Scorecard

It’s proved by theories and practices at home and abroad that performance management plays an increasingly important role to improve the performance of local government administration. A growing number of grassroots township governments are also competing through the implementation of the government performance management to promote local economic development, raise social management standards, and improve the quality of public services. Government performance evaluation system is an effective way to manage government performance. Building up a set of scientific, reasonable and applicable township government performance evaluation system will greatly enhance the overall administration of the local township government.Firstly, the theory and practice of building performance evaluation system of local government at home and abroad is briefly introduced and summarized at the beginning of the paper, elaborating the status quo of China’s township government performance evaluation and pointing out the shortcomings and the reasons behind them. On this basis, it is suggested that public sector performance management can benefit from employing strategic tool of corporate performance assessment, which is the balanced scorecard. The paper conducts a feasibility analysis on introducing the tool into the design of the township government performance evaluation system. On that purpose, a case study has been carried out in Raocun Village of Yueyang County, Hunan Province, with the idea of balanced scorecard used to build a township government performance evaluation system. Questionnaires were adopted in setting the criteria for assessment, distributing the percentage of each standard, and monitoring the reliability and validity of the system. Finally, the complete set of the township government performance evaluation system was applied in practice, showing that:the suggestion and pilot study discussed in the paper in building the township government performance evaluation system is reasonable and applicable.
