A modern society needs non-governmental organization. Foundation is an important part of the non-governmental organization. It has gradually developed into a powerful force since the first commonweal foundation namely the China Children and Teenagers’ Fund was founded. However, a good state of development does not mean that the current situation of foundation is satisfactory. In contrast, the foundation of China still has a long way to go to live up to the expectation of our Chinese citizen. On one hand, the foundation shows a good tendency of development in quantity, scale and project operation aspects; On the other hand, the Chinese citizen showed a declining trust to the commonweal foundation. The contradictory phenomenon makes the author feel interested to conduct relevant research.In this paper, the author selected the most domestic authoritative public foundation—The China Red Cross Foundation as a research object. Basing on Coleman’s trust theory, the Civic Society theory and the theory of Social Psychology, referring to the research achievements from the former scholar, using the documentary research, case study, questionnaire, summarizing the credibility absence of the Red Cross foundation, systematically analyzing the lack of its credibility, and finally put forward the countermeasures to improve its credibility.The train of thought are arranged as follows:the article is divided into five parts。 The first chapter is the introduction part, starting with the background and research significance of the topic; The second part introduces the important concept and theoretical basis of the thesis; The third part turns to The Chinese Red Cross Foundation, discussing the phenomenon of its lack of credibility; The fourth part analyzed the reason why there is a lack of credibility of The Red Cross Foundation in terms of self-management, instituitional design, regulation and social background. The fifth part puts forward some countermeasure for the Red Cross Foundation, hoping to promote its credibility.
