Tianjin Economic And Technological Development Zone Community Management Research

With the acceleration of urbanization of Tianjin Economic-Technological Development Area (TEDA), a lot of social problems have emerged such as rapid growth of population, phenomenon of "household population and floating population inversion", rejuvenation of population, high demand for rights, etc. Those require the grassroots social management organizations of TEDA to speed up the progress of reform and strengthen social management and service. However, in the traditional community management mode, the participating awareness of community members is not strong and it is difficult for community organizations to perform self-governance function. What’s more, the government still undertakes as much as possible in community construction, which restricts the formation of self-governance awareness.Thus, in order to solve the problems of TEDA such as increasing administrative management of communities, lack of self-governance and insufficiency of community participation, repositioning of rights and obligations of various community construction participants shall be firstly made in community management systems; diversification and mutual help shall be realized in the operation scheme and management dimension; a management mode of public life through the cooperation of the government and the citizens shall be formed. All of these are indispensable parts for solving the problems with the management of TEDA communities and realizing the regional development in a harmonious, stable and sustainable manner.
