The Study On The Reform Of Infrastructure Investment And Finance System In Tianjin Economic-technological Development Area

During the developing progress in the past twenty yeas, Tianjin Economic –technological Development Area (TEDA) completed many infrastructures depending on the government-oriented investment and finance system. Good investment environment has been built in TEDA. But under the new situation of sustainable development, the drawbacks of the present system appeared gradually. The present infrastructure investment and finance system of TEDA, existing problems, basic reform ideas and operation method are analyzed in this thesis. It provides theoretical groundwork and practical method for deepening the reform of infrastructure investment and finance system.This thesis starts with analyzing the concept of infrastructure, the characteristics of infrastructure and the research situation of infrastructure investment and finance system reform in different countries. The infrastructure investment and finance system of developed countries are compared and analyzed, and the good experience that can be used for reference is pointed out according to practice in TEDA. This thesis reviews three phases of infrastructure investment and finance system reform in TEDA, indicating the major problems of existing system. Aiming at the existing problems, it indicates basic reform ideas, which based on the project-classified theory and the experience of developed counties. And it indicates some reform projects concretely, which about distributing the present infrastructure asset, the investment and management mode of new infrastructure projects, adjusting and consummating infrastructure price, making use of foreign capital ulteriorly, expanding domestic private investment actively, the favourablel policies about encouraging investment of social investors, management of infrastructure projects invested by government, and etc.
