The state responsibility for human rights education refers to that the state hasresponsibilities and obligations on developing human rights education and improving’citizens human rights awareness. Also the state is the main undertaker of promotinghuman rights education.Actively fuliflling the national responsibility of human rightseducation is conducive to establish a better international image and achieve socialdemocracy, which is also helpful to strengthen citizens1human right consciousnessand promote the development of China human rights. At the moment, the nationalresponsibility on human rights education is not fully implementation. On legislative,there is lack of spccial human rights education law,relevant education act and definitehuman rights education rules on other supporting laws. There also is lack of specialhuman rights education funds from the state financial support, so most funds comesfrom the NGO and those funds still is effected by the limited state education financialsupport and unbalanced ifscal spending. There have’nt special action plan on humanrights education, and from the national human right action plan the human rightseducation lacks systematicness and without thorough human rights educationassessment and reporting system. There is not any special national human rightsinstitutions, which restrict the function of human rights study, and the settings ofnational human rights education and training is still evolving. The reasons for aboveproblems stems from not only the concepts, also in politics and economy. Therefore,following measures should be taken to ensure the effective implementation of Stateresponsibility in human rights education: actively enact special law on human rightseducation and put human irghts education into related education act and othersupporting laws; set up special funds for human rights education, make full use ofnon-governmental organization funding, guarantee financial investment on educationfunding and balance fiscal spending in the education of human rights; formulatespecial national human rights education action plan, continue to implement thenational human rights action plan and regulate human rights education assessment andreport system through legislation; set up special national human rights institutions topromote the function play of human rights study society and reasonably establishhuman rights education and training base to actively carry out foreign exchanges andcooperation.
