Since the 1970s,the concept of enterprise human rights responsibility has been widely concerned and discussed by academia.Scholars around the world have conducted meticulous research on the concept of enterprise human rights responsibility,including the content,characteristics,legal basis,and the types of enterprise human rights responsibility.Since the beginning of the 21st century,the human rights responsibility of multinational corporations has become a hot spot in the research of enterprise human rights responsibility.The reason is that,the global operation of multinational corporations has a major impact on the human rights of local residents.However,multinational corporations represent one type of enterprises In addition to multinational corporations,the human rights obligations of other enterprises should also be valued.It is true that some state-owned enterprises are themselves multinational corporations,but there are still differences between multinational corporations and state-owned enterprises.Admittedly,some state-owned enterprises can be classified to multinational corporations,but there are still some differences between multinational corporations and state-owned enterprises.The implementation of human rights obligations by state-owned enterprises is not only conducive to the sustainable development of enterprises,but also contributes to social stability and the sustainable development of the national economyFor the time being,in China's academia,many scholars have not realized the research value of human rights responsibility of enterprises.At the same time,the status quo of state-owned enterprises assuming human rights responsibilities is not optimistic.The protection of the rights and interests of workers in state-owned enterprises is still insufficient,and the protection of consumers' rights and interests is also insufficient.In terms of environment and human rights,many highly polluting state-owned enterprises have illegally polluted the sewage,damage the environment,and also have a serious impact on the human rights of local residents.Therefore,the paper that it is necessary to conduct a specific research on the human rights responsibilities of state-owned enterprises.The insufficiency of state-owned enterprises in fulfilling their human rights obligations,combined with the pillar of their national economy and the status of the leaders of business enterprises makes it of great significance to take the research on the state-owned enterprises' human rights responsibilities.This paper mainly analyzes the human rights responsibility of State-owned enterprises from the perspective of human rights protection.In the introduction,we introduce the background of the topic,research ideas,research methods,and some research on corporate human rights responsibility of domestic and foreign scholars.In the second chapter,we define the scope of human rights responsibility of State-owned enterprises,including the concept and content of human rights responsibility,as well as the human rights responsibility of State-owned enterprises.In the third chapter,we analyze the actual basis,theoretical basis and normative basis of the human rights responsibility of state-owned enterprises.In the fourth chapter,we analyze the status quo of state-owned enterprises' human rights obligations from three aspects,including human rights protection of employees,human rights protection of consumers and human rights protection of local residents.The research discusses the reasons for the status quo of human rights due diligence in state-owned enterprises from three aspects,such as internal,regulatory and weak supervision.In the last chapter,we put forward the path of regulating the human rights responsibility of state-owned enterprises,including the improvement plan at the conceptual level,the improvement program,the external supervision and execution at the institutional level.
