The Research On Construction Of Armed Police Force’s Safety Culture

Through developing and being applied in recent20years,the outcomes andinfluences of the theory of safety culture are constantly expanding.the number ofscholars who focus on the research of safety culture is increasing,the practices ofdeveloping the construction of safety culture are constantly deepening,and it plays anincreasingly important role in the process of promoting the social harmonydevelopment.Therefore,more and more leaders in the armed forces pay attention to thesituation,it becomes an important attempt and effective way to reform the armedsafety management,and the reform is drawing the forces’ attention and their passiveparticipation. The essay raises the proposition of building the safety culture of thearmed forces based on this background.This essay firstly introduces the origin anddevelopment of the theory of safety culture,it also introduces the scholars’ definationof the content of safety culture and the components of this culture.Then it analyses therelated concepts and related theories of the safety culture,stating theconcepts,characters and the main theories of the armed forces’ safety culture,and itthoroughly discusses the points of mental, physical, behaviour and system levels inarmed forces’ safety culture.Additionally,by collecting materials and sending thequestionnaires to make a survey,the author makes an overall conclusion to the currentsituations,achievements and existing problems of the armed forces’ safety culture andanalyses the reasons for these problems.Finally,according to safety culture levelstheory,the article gives some basic suggestions to promote the safety culture in armedforces from mental level,physical level,behaviour and system level.The innovation ofthis article is that it researches and thinks about, in theorical aspect, the necessity,feasibility and operability of constructing the safety culture in armed forces byanalysing current situations and comparing the cases,it has guiding significance andpointing value to the armed forces safety management.Constructing the armed forces’safety culture is a systematic and long-term project.In the armed forces’ safetymanagement practice,only by taking close to the true situation in armed forces,takingclose to tasks,taking close to era characteristics,obeying the principle of feasibilityand operability,on the one hand,focusing on the top design and improving theplanning guidance;on the other hand,paying attention to make the forces can use theirsubjective initiative,highlighting the features advantages in the departments andarranging scientifically the components of the safety culture to make them develop in balance,can the armed forces establish a safety culture model which has a rich rangeof armed police officers forces features.
