Research On The Evaluation Of Forest Armed Police Cadres' Ability And Quality In The New Period

With the further development of army informatization construction,the requirements of cadres' ability and quality are also changing,and the assessment work of their ability and quality needs to update the concepts,contents and methods,which is closely related to the army's demand changes for talents.As an important part of human resource management and development in the army,the assessment of cadres' ability and quality must be highly valued.The informatization construction of forest armed forces has made great achievements,but it is a difficult problem placed in front of the officers how to make good use of informatization equipment and command systems,in which the cadres' ability and quality plays a crucial role.Therefore,it is urgent to carry out a survey of cadres' ability and quality under the condition of information and find out the actual situation of cadres' ability and quality,in order to put forward countermeasures to improve cadres' ability and quality under the condition of informatization.Currently,the assessment work of cadres' ability and quality in forest armed forces exists some issues such as the evaluation content is not comprehensive and old,the focus is not prominent,the evaluation method is not scientific,the evaluation process is not standard and so on.It is necessary to use a scientific and systematic evaluation method and the evaluation indexes which are close to the requirements of army informatization construction in forest armed forces to accurately measure the actual cadres' ability and quality,timely find the gaps and deficiencies and put forward targeted countermeasures.In this paper,combined with the characteristics and new requirements of cadres' ability and quality in forest armed police,based on related theory and practice research,we investigate and statistically analyze the current situation of cadres' ability and quality(below regimental commander)to find out the overall level of cadres' quality and ability through the design of the corresponding questionnaire.Then,according to the requirements of cadres' ability and quality in forest armed forces under the condition of informatization,we establish the evaluation model of personal ability and quality of cadres,including evaluation standards and principles,the evaluation index system and evaluation method.On the basis of this,take the cadres whose level is below regimental as an example,we make the comprehensive evaluation on cadres' ability and quality by using the scientific and quantitative weight calculating method(Weighted Entropy Structure)and quantitative and exact data processing model for evaluation indexes(Cloud Center of Gravity Evaluation Method),then obtain the comprehensive performance of cadres' ability and quality which provide a reference for improving the quality of cadres.Finally,according to the questionnaire survey and evaluation results,we put forward some significative measures and suggestions for improving their level,which provide strong support for accelerating performance management as the core of the military management reform.The study provides theoretical guidance and scientific feasible methods for the evaluation of cadres' ability and quality in forest armed forces under the condition of information,but also laid the foundation for the evaluation framework construction of cadres' ability and quality in line with the actual situation of forest armed polices.The study can help managers to analyze the basis for evaluation,evaluation method,evaluation contents,the evaluation indexes,etc.under the condition of informatization and provide a reference for improving the cadres' ability and quality.
