Prevention of official crime and anti-corruption is one of significant difficultproblems which various countries face together. Corruption has not only hindered theeconomic development and damaged the prestige of the government, but also poses apotential threat to the country’s stability, Nowadays, with the increase of globalizationeconomic and regional integration process, shows more and more organized criminalcorruption and transnational trend. Therefore, strengthening international anti-corruption cooperation to curb corruption and anti-corruption has become thecommon aspiration and urgent demand in the world. Eventually the "United NationsConvention Against Corruption," the global anti-corruption legal documents cameinto existence. Our government has signed the convention on December10th,2003.To satisfy the requirements of the "Convention", China has enacted and amendeda series of regulations. But so far, no specific legislation could complete the legalsystem to prevent and punish official crime and corruption at national level. Indeed,still lack the legal means to investigate the crime of corruption at practice level. As aresult, quite many serious corrupt behaviors has not been heared by the court. It seemsto prevent and punish official crime and corruption in the legal system is notsystematic and coordinated. Thus, the basic purpose of this paper is to point out thatwe need to address and improve these deficiencies.Under the domestic and foreign existing anti-corruption legal theoryachievement, gathers the "United Nations Convention Against Corruption" and othernational advanced experiences, this article exposition on how to apply the prenentionpower in the control of official crime. The study expounds the related theory ofprevention power in the control of official crime. Including the concept and charactersof official crime and corruption, the theory and elements of prenention power. Then,the implication in other countries and content of Convention are talked about. And theexperience of other countrys’ control official crime are introduced. The forth chaper isabout the status and problems of prevention of official crime in our country.
