Since reform and opening to the outside, the NGOs in China have developed rapidly and becoming an important driving force to promote social development with the effects of flexible political environment and diversification of social structure. However, with deep analysis, we can find that the NGOs in China still face too many problems. So it is urgent to have an examination of the status quo of social responsibility of NGOS in China.This thesis employs the methods of date studies, logic analysis, comparative analysis and induction and deduction. First of all, this article put forwards the questions to be studied, tells the study situation of Non-Governmental Organizations and makes a description on the object, target, clue, content and study methods of the development of Non-Governmental Organizations. Secondly, it makes a further analysis on the background of the rising of the NGOs in home and western countries with globalization, the flexible political environment and a diverse society because of the china’s reform and open to the outside. Thirdly, this thesis makes further description on the development of NGOs from two-dimensional point of view and puts forward the necessity of social responsibility fulfilled by the NGOs. Fourthly, the article demonstrates the social responsibility as ground of the development of NGOs. Meanwhile, it also talks about the conception, content and types of the social responsibility from the aspect of theory and tells the differences and similarities between government, enterprises and NGOs in concern of social responsibility. Then, the writer analyses the reasons for the lack of social responsibility according to describing the situation of social responsibility performed by NGOs from the following five aspects:the restraint of Chinese political regime, the social fragmented structure, insufficient funding, not-high staff quality and the problem of defining the boundary in the development of NGOs in China. For above reasons, the author suggests that we should combine self-discipline with heteronomy and rule of with moral in order to build the system of social responsibility of NGOs. That is to say, we should intensify external supervision and set up external responsibility restraint system; reinforce internal supervision and create internal responsibility self-discipline system; highlight the building of moral principle in the social responsibility system of NGOs. With the comprehensive definition of social responsibility of NGOs, this article is more detailed in discussing the relationship between NGOs and social responsibility than that discussed by previous scholars. At the same time, the writer makes a deep analysis on the linkage and difference between NGOs and government, NGOs and enterprises. Meanwhile, explore for the paths to realize the social responsibility of NGOs in China provides a new and systematic road to implement the social responsibility of NGOs in China effectively.
