Strict discipline is a fine tradition and significant advantage of the Communist Party of China(CPC).Against the background of comprehensively governing the party with strict discipline and in accordance with rules,the CPC has further proposed to strengthen the party's discipline building,incorporate discipline building into the party's overall plan for party building,and institution building into it.It is a theoretical and practical problem in the new era that how the institution building should run through the discipline building and provide the system guarantee for the discipline building.In the report of the 18th CPC National Congress,the requirement of“strengthening party discipline building” was put forward for the first time.This is the first time that discipline building appeared in the report of the party congress.From party discipline to party discipline building,discipline building has become a regular construction.After five years of practical experience,the report of the 19 th CPC National Congress and the Constitution of the 19 th CPC National Congress it will clear discipline building in the party's building in the overall arrangements for the“5+2”,will be on the discipline building and political building,ideological building,organization construction,style building of the same height,also made clear to which runs through the institution building,this is the full context of the governing party,the party according to regulation of the important arguments.Therefore,the system construction of discipline building is one of the basic practical experiences since the18 th CPC National Congress.The reason why institution building should be integrated into discipline building is to realize the normalization,standardization and institutionalization of discipline building,provide institutional guarantee for discipline building,and embody the thought of system governing the party and ruling the party according to rules.The main line of this paper is to analyze how the institution building runs through the discipline building,to analyze the discipline building with the institution as the focal point,and to study the discipline building from the perspective of the system construction and the system operation mechanism.It is necessary to study the system of discipline building from both theoretical and practical perspectives.Only set up system of discipline building of “four beams eight columns” system framework,to better consolidate the institutional basis of discipline building,to better regulate the party's discipline building system,the concept of discipline and the institution separately,on this basis,and the relationship between discipline building and institution building to carry on the analysis,and try to give the concept of the system of discipline building,analysis the institution building throughout the discipline building of the theoretical basis and practical value.At the same time,the paper analyzes the content characteristics of the discipline building system.The system of discipline building is composed of formal system and informal system.Further analysis of the party's
