The Research On Synergistic Governance Of Public Crisis

At present, our country is suffering a fully changing era in economy and social structure, which is also an era of crisis. PR crisis is a great challenge for the government and the whole society. Single solution system may cause many problems, and there is a new challenge, obviously, for the governance system of this country. Single-subject governance system is out of date, and there is an obvious need for the public force to join in the system. As the rising of civil society and the Third sector, the non-governmental bodies are growing instantly, and it is time for them to take part in public crisis governance. For breaking the traditional way which all organizations worked alone and making sure the decentralized operations are going well and bringing the public forces such as companies, non-governmental organizations and citizens themselves into play, it is a necessity to reform the governance system for public crisis. Synergetics and Governance theory could offer some new perspective for the study.The article, naming of synergistic governance of public crisis, starts with the introduction of Synergetics and Governance theory, and bring forward the concept of synergistic governance of public crisis, then discusses the nature and features of synergistic governance of public crisis to set up the theoretic foundation of the system; then discusses the necessity and feasibility of bringing Synergetics and Governance theory into the governance of public crisis from the perspective of political system reforms, society reform, crisis arising, the coherence of theory and reality, the rising of civil society and the experience from foreign countries. Furthermore, the article describes the mode of synergistic governance of public crisis in organizational framework and implementation mechanism; and to realize the mode, it is vital to make great efforts to consummate the legal system and responsibility system, to strengthen the resources and support, to build the information platform, and to cultivate more social capitals.
