Relocation and expropriation issue posed by hydroelectric projects and concerning expropriation has long been the major obstacle standing in the way of the development of China’s hydroelectric industry and the construction of hydroelectric projects. This thesis reveals outstanding contradiction and problems caused by hydroelectric projects and related land expropriation and relocation. It starts with the introduction of the current situation of the land expropriatien and relocation, analyzing its fundamental eause and existing problems with system analysis method, and the resulting finding is that the traditional land distribution mode is more and more unsuitable to the current relocation situation and the urgent need of a new relocation mode.According to research, this thesis brings forward a new mode of relocation and land expropriation---long-term compensation and instalment, analyzing its configuration, implementation, management as well as its effect assessment in a systematical way:it starts with extreme difference, analyzes the factors of land price and its distribution; it further differs stakeholders in the respect a balanced benefit share through stakeholders theory analysis. And according to the transfer theory of resource value, it also analyzes the value of the land after being sold out; and from the current situation of relocation and expropriation and concerning compensation theory, it brings forward a sustainable way to relocate and expropriate the land owners, and explores the possibility of new mode of relocation and expropriation and its compensation caused by hydroelectric projects, putting forward the specific method and management mode of long-term compensation and instalment. It also takes consideration of the impacts of project benefit and implementation results and evaluates the mode of long-term relocation and compensation; it takes Changzhou hydro junction as an example, analyzing the practice of long-term compensation and instalment mode.This thesis shows that:1) long-term compensation and relocation mode guarantees the land owners stable proceeds and benefits deriving from hydroelectric projects; and also it can effectively reduce the pressure of project developers and managers and local governments. This is an effective way to tackling the crux generated by hydroelectric projects and related relocation issues.2) long-term compensation standard should be based on annual production value of arable land and its added value.3)long-term compensation and instalment mode adds no burden to project owner, in contrary, it is likely to reduce financial pressure and expenditure and raise the benefit of the project.4) A living example proves the feasibility of long-term compensation and relocation mode of hydroelectric projects.
