However, in reality, the NPC has become a second-line institution with its function being weakened on supervising the Government, the People’s Court and the People’s Procuratorate. Therefore, China’s petition system of the NPC has already been pushed to the front position for reform with its more and more abuses. Given this, according to her own working experiences, the writer analyzed the main problem existing during the working system of the China’s petition system of the NPC by studying its self-factor, its developing history and its existing foundation. And then we can find out the methods and policies for perfecting China’s petition system of the NPC.
