Tianjin Heping District The Communist Youth League To Participate In The Study Of The Problem Of Youth Affairs Management

Currently, our country is in a critical period of social transition, especially administrative system reform. We face new challenges which are brought by a series of different social changes, such as economic market-orientation, political democratization and cultural diversity. Meanwhile, as an enormous social group, callans have their own increasing, abundant and diverse interest demand. The Party and the government inspire The Communist Youth League of China (CCYL) to undertake new missions for this new situation. As the capable assistant and reserves of the ruling party——Communist Party of China (CPC), CCYL should try hard to adapt to the new changes of social development, meet the new demand of callan and play a key role in the basic functions of organization, guiding, service and protection of callan’s legitimate interest. Thus, CCYL will play a greater role in the work practice in Management by Participation of callan affairs and further consolidate the callan mass basis of Party’s ruling.Firstly, the article puts forward the background and significance of this topic, conducts the research and gives the definitions of related notions and support theories, seriously compares and analyzes the current situation of callan affairs’management at home and abroad from some aspects such as administrative orientation, administrative scope, administrator and administrative basis and introduces the main content and methods of this research. On this basis, according to CCYL Heping District, Tianjin Committee’s work practice in Management by Participation of callan affairs, this article comprehensively introduces the work objective, work philosophy and four aspects about main content of CCYL Heping District, Tianjin Committee’s Management by Participation of callan affairs. After objectively finding out four main problems existing in the work and seriously analyzing the cause of formation for them, from three aspects, the article gives suggestions and countermeasures for making the work of CCYL Heping District, Tianjin Committee’s Management by Participation of callan affairs better and better:1) Improve the work system of CCYL’s Management by Participation of callan affairs by structuring new work pattern, selecting suitable work model and focusing on promoting community management of callan affairs.2) Perfect four working mechanism of CCYL’s Management by Participation of callan affairs:authorization and commission, communication and coordination, assessment and supervision, and purchase of service.3) Build work teams for CCYL’s Management by Participation of callan affairs from three aspects:establish related system and be strict about the standard of selection and match; intensify professional training and enhance the level of work; strengthen the daily management and focus on assessment and guiding.
