The paper adopts the method of survey-analysis, study of literature andcomparative analysis method and so on, trying to capture the cause of China’s coalmines accidents and the diversification of administrative subject.So that we can solvethe problems that we meet in coal mines accidents.We should give full play to theadministrative organs,coal mine industry association, trade unions andnon-governmental organizations,etc,so that the administrative subject pluralismtheory could get a good application in solving coal mines problems.This paper consists of four chapters, with about twenty-five thousand words.The first chapter is the introduction of the ore accidents situation and reasons.Firstly, we find out the states we are in through the data accumulation andanalysis.They are the serious casualties, the high frequencies of occurrence increasingyear by year and the number of the death is larger than the wounded.
