The theory of global governance has been put forward by western scholars forsolving global problems. Non-governmental organizations are rising and playing abigger role as an actor in global governance. Since1970s, NGOs have beendeveloping very fast in the trend of globalization. In the areas of global governance asprotecting human right and environment, preventing arm proliferation, epidemiccontrolling and aiding the poor, NGOs have done a lot of job. For example, NGOssupply information to citizens and guide their value, while they lobby and propose tostate governments, inter-governmental organizations and multi-national enterprises,and push them to accept new norms. We can say that NGOs have achieved a lot ofaccomplishment in global governance and have been highly recognized byinternational society.Corruption is a problem with a very long history. No matter what the politicaleconomic system is, you can always find it somewhere. In the process of globalization,more and more transnational economic activity turn up, corruption also becomestransnational and globalised, and has become a big threat to international politic andeconomy. Transparency International, committing to fight corruption, has always beenat the anti-corruption frontier and had exerted positive affect to many aspects, whichhas attracted attention widely. In this essay, we cite TI’s effort to push forward theOECD Anti Bribery Convention, from which we conclude the special action strategyof TI, and explore its meaning. The special strategies we conclude including: first, TIholds a cooperative stance in anti-corruption global governance, instead ofconfronting one; second, while keeping a close relationship with “grassroot”, TIvalues it relations with elites, like government officials, company leaders and seniorscholars; Third, TI introduced the leverage of morality and interest in persuasion;fourth, TI’s local branches. In the end, we explains why TI select certain actionstrategies.
