Piracy Research In Perspective Of Global Governance

Global governance means the negotiation and cooperation conducted by international organizations, governments and their citizens in order to solve global concerns. As an approach to conduct policy coordination and solve problems, the global governance represents a new understanding to human society and has become a new political idea beyond the concept of nations and states.During recent two years, the piracy is very rampant worldwide, especially in the Somali Sea. Under the guiding of the United Nations, the Somali pirate governance has been carried out for more than one year。However, the effect is not very obvious, and the dilemma appears.This paper sorts out the content and elements of global governance at the theoretical level. It analyzes the piracy situation by mathematical statistics, discusses the current governance model of the Somali pirates in the perspective of governance. The paper lists the shortcomings of current model of pirate governance and the analysis explores the solution of Somali pirate governance. While search for law and compulsory military measures to fight piracy, we should also eradicate the hotbed of breeding piracy. By seeking both temporary and permanent solutions, the problem of piracy in Somalia can be solved better.There are four chapters in the paper. The first chapter is a preface which introduces the paper background, research significance, the status quo of research at home and abroad. It outlines the basic structure of the paper. The second chapter firstly defines the concept of global governance, analyses the current situation of global pirates on the base of the concept, discusses the successful case of global governance on pirates——Malacca pirates, and then summarizes the important factor in governing the pirate problem globally. The third chapter analyzes the history, current situation, action types, primary reasons for pirate existence, and its influence of Somali pirates since 2000, so that we can completely realize the severity of the current Somali pirates. This chapter also analyzes the existed practices in globally governing Somali pirates and summarizes the deficiency of the current governance approaches by looking back to the navy escort operations implemented by many countries for more than one year. The fourth chapter is the core part of this paper. By analyzing the necessity and feasibility of governing Somali pirates globally, this chapter comes up with suggestions for governing Somali pirates in terms of system and mechanism. It attempts to put forward suggestions for solving Somali pirate issues, which is also the emphasis of this paper. The last part makes a comprehensive analysis for the conclusion and summarizes the paper content.By analysis, it can be found that, in order to solve Somali pirate issue effectively, it is urgent to establish mechanisms for global pirate governance. Governance mechanisms can not only build up the self-identity of actors, regulate their gains, provide multi-channels for their contacts, but also promote international cooperation and international coordination, and promote non-state actors to play their roles. The author believes that only by close cooperation of international communities, relying on piracy governance mechanism, can we settle the piracy problems effectively, ensure the safety of international waterways, and play an active role in the world economy development.
