Our country, who owns abundant ocean resources, is a powerful maritimecountry.These resources can provide substance foundation for our ocean career. Thesea islands particularly for sea islands with no residents became the focus of everycountry in the world, along with the strength of ocean awareness. Developing the seaislands’ economy, protecting the sea islands’ environment and strengthening the seaislands’ management becomes one of the most important development strategy of thecoastal state. Our country also becomes to value the sea islands’ development andexploitation, and the sea islands’ economy can do a lot boost of our country’seconomy. The islands in south China sea is one most important part of our oceanterritory, which can be the show of our ocean rights. It has great economy, rights,strategy, and resources value because of its nature, and so it can do a lot of help forour country’s development. But, the disorder of management, the disoperation of theislands, the weak of the sea rights surround our south sea area all the time. In this case,discussing the development of economy seems to be no sense. The most importantthing we should do to the south sea is safeguarding the sea rights a strengthening themanagement. We can only exploit the resource in the south sea when we control itactually.Nowadays in the south sea area, the conflict between the relevant countriesbecomes sharper and sharper. There are about five countries and one area that arguesfor their rights in that area. In history, that area belongs to our country, but now, weonly control a small part of it, whose mostly part is seized by other countries. Ourcountry’s rights is violated very hardly. The relevant countries make the probleminternationalization and complicated, to prevent the protecting of our ocean rights.Vietnam is the most evident one. Vietnam who encroaches about30islands in southChina sea, can be said now is the biggest beneficiary in the South China Sea dispute.That means that Most of islands in the south area are occupied by the Vietnamese.And now, Vietnam is exploiting the oil and gass in the area that belongs to theoccupied islands. There is a Oil production of nearly20million tons annually and agas production of about7billion cubic meters, which can create nearly one billiondollars of export. And then, oil and gas industry becomes one of the pillar industriesin Vietnam. So it brings a great economy value for Vietnam. For such aneconomically backward countries like Vietnam, the South China Sea’s oil and gasresources means a lot, that is also the starting point of Vietnam’ s occupation.Vietnam has began to occupy our islands in the south sea since1970s,and this occupation continues to today. Now, Vietnam step up its aggression and controlling. Itnot only exploits the marine resources in our south sea, but also moves the residents tothese islands step by step. It even celebrated the “residents election”, established the“regime” in order to control the islands actually. And these means a great challengefor our management. Vietnam has the strongest protest against our country ‘s rightsclaiming for south china sea, that makes Vietnam the biggest competitors. Althoughwe strongly condemn and protest against the Vietnamese acts, but We should respectand pay more attention of this competitors. Vietnamese ocean policies and theimplementation of the strategic steps is worth of us to study, especially theformulation of marine strategy and the implementation of the administrativeestablishment. The enactment of the Marine Strategy makes Vietnam being in theactive position all the time, while the implementation of the administrative systemStrengthens the management of the islands. China is also because of the lack of thesetwo aspects, that leads to the passive situation. This article researches theadministrative system of south China sea islands without residents. On the one handdeclaring our sovereignty over the South China Sea, the other hand, it can strengthenthe administration of the South China Sea islands, which can help to formulate theisland policy. For non-residents islands in the South China Sea, non-residents meansthere are no persons. The implementation of the administrative establishment can helpto change the uninhabited islands to the islands with people or with people’s tracesgradually. And these people or the traces will become the evidence of declaring oursovereignty and controlling actually. Therefore, it is imperative for us to carry out theadministrative establishment and the administrative divisions in the south china sea.
