Study On The Medical Security Problem Of China’s Poor Population In Rural

the new rural cooperative medical system and medical aid in rural are themain content of rural medical security system. The new rural cooperative medical systemis the main content, medical aid is added, they protect the medical health of rural residentstogether. The poor in rural is in the economically disadvantaged, and face more problemsof medical security. The poor in rural is protected by these two medical security system,however, because some factors of the system design, the medical problem of the poor inrural aren’t solved effectively by independent operation of these two system. The poor inrural don’t use the new rural cooperative medical system fully, or only get few medicalexpenses compensation from medical aid. Theory and practice both prove the effectivemethod is make interface between medical aid and the new rural cooperative system tosolve the medical problem of the poor in rural. This study begin with analyzing theinsufficient of these two system independent operation for the poor in rural, put forward tomake interface between these medical aid and the new rural cooperative system is theeffective method under the actual conditions. Then the paper analyzes the four modes ofcombine operation of these two system, and through analyzing the key factors in theprocess of interface put forward the basis and conditions for realization of effectiveinterface between these two system. Finally the paper discusses the external environmentthat affect effective interface between medical aid and the new rural cooperative medicalsystem.
