This paper based on the background of harmonious society on the basis of balanced social interests and the relative definition concepts, used the public goods theory, externalities theory, the theory of public contrary and government regulation theory. Focusing on realizing state-owned tourism resource and using interest equilibrium, it profoundly analyzes the negative externalities and the reason of dilemma caused by real estate development at tourist attractions and discusses the needs, the necessities and the difficulties of government regulation. Last but not the least, it puts forward guidelines aiming at realizing balanced interests of public tourism resources, resolutions and suggestions building government regulation mechanism of real estate development at a number of tourist attractions via drawing advanced lessons from real estate development at domestic tourist attractions and the balanced interests of overseas public tourism resources.This thesis formed by five parts:In the first part, this chapter mainly introduced the research background, the origin of the problem, the research review of home and abroad, the purpose and the significance of this paper, and described the research methods and framework.Secondly, the author define some concepts which related with the paper and introduce the content of the public goods theory, externalities theory, the theory of public contrary and government regulation theory.Thirdly, the author demonstrate the causations and the consequences and the benefits balanced path selection of the benefit imbalance when the stakeholders enjoy the use of the state-owned tourism resource in the situation of real estate development in the tourist area. After the analysis, the author think that government regulation is the essential way to break through such kind of public contrary. Fourthly, this section introduced the practice successes of the national park management in America and Japan, and the practice and experience domestic.Finally, construction of government regulation mechanism of real estate development in the tourist area made from seven aspects of strengthening government intervention, teaching citizens maintenance consciousness of public interests, establishing and perfecting the laws and regulations, setting specialized managing institutions, constructing social regulation mechanism, formulating economic tax policy, promoting interest compensation in different levels and it emphasizes adopting different regulation guiding means according to different development ways.There are two main innovations of this paper. Firstly, the innovation of the view of research point. This paper is the comprehensive research which combining with the real estate development in the tourist area, public contrary condition and the government regulation. Secondly, the innovation of the contents of the paper. The article enriches the researches on government regulation in social area, although it does not construct government regulation theory in our country theoretically for research on supply of public goods and realization of public interests.
