Disability is a cost of social in human evolution, human civilization and thedevelopment of social progress. Due to physical defects, disables’ rehabilitation demandsare more urgent, and more dependent. Therefore, building rehabilitation system, reducingtheir suffering, gradually restoring physiological function or preventing it from worsening,are prerequisites and foundations for improving their quality of life and participating insociety. However, rehabilitation business is not just a specific project, but whose smoothimplementation needs to clear the security responsibilities and service mechanism firstly.Starting this article, building rehabilitation system for disables is of great significance toprotect the basic survival for them, to achieve the goal of integrating them into community,and to improve the system of social security.This article targets at the rehabilitation for urban disables, integrated uses literatureresearch, data analysis and other research methods, firstly clears the current situation ofrehabilitation, and from a liability perspective of rehabilitation and a rehabilitation systemway to analysis, finds that China is still have problems on inadequate government attention,insufficient community support, poor rehabilitation services and content, lack ofspecialized rehabilitation institutions and personnel, and etc. Points on this basis, urbandisables rehabilitation should emphasize responsibilities sharing system and be attention toprofessional services, and propose appropriate concrete proposals, that is, buildgovernment-lead responsibility-sharing system, improve the integration of communityresources, and build diverse and specialized rehabilitation services system.
