Research On The Setting And Its Implication Of The Central Advisory Commission

On September6th1982, the12th CPC National Congress decided to establish aCentral Advisory Commission (CAC) of CPC. The Advisory Committee of the CPCis a transitional organizational form, which set up with the purpose to solve thecentral leadership succession of the new to the old，to abolish the life-long tenure ofleadership positions, to achieve the contingent of cadres younger and to establish theRetirement System of cadres, it is a great pioneering work that combines Marx’sbasic principle and China’s specific practice.The CAC is set in1982and has been revoked in1992, it has survived two sessions,after a total of10years. In the meantime, the CAC work as the “political aides andstaff of the Central Committee’s” had made a lot of work and obtained manyachievements. This paper is focus on discussed how the CAC produce at home andabroad background, also its established and operation, background, nature, operationmechanism and function. Among them, the main work function of CAC including:participate in meeting as a non-voting delegate and organize seminars to put forwardopinions and suggestions for the policy formulation; actively do research at thegrassroots level to provide reference information and opinions to the CentralCommittee; finish the tasks assigned by the Central Committee, assist the CPCCentral Committee in the work of the whole party; carry out a wide range of socialactivities and social work, for example, engaged in theoretical research work,concern about aging and youth education; during the party rectification and with theprovincial advisory committee exchange to strengthen their own ideologicalconstruction. Finally, This paper summarizes some of the historical merits of theestablishment of the Central Advisory Commission and its effect on some of today’spolitical reform revelation for the operation of the CAC.The CAC completed the mission given by the party and the state successfully inpractice, Although it has been revoked, it still provides a useful reference to explorethe reform of the political system of socialism with Chinese characteristics for ustoday.
