Civil society construction need to citizen consciousness education further research, many ethnic social formation and development need through of ethnic identity of solutions to conflict, the building of a harmonious ethnic relations. Both become the of a global issue. The United States is democracy development degree higher country, its people have relatively strong citizen consciousness, the civil consciousness education has led the world, in the process of development has accumulated rich experience. In addition, the United States constitute the most complex groups, ethnic group relationship to society, and the stability of the country, and have important influence on the orderly. This paper discusses the ethnic identity and citizen consciousness education of change, understanding the different historical period, different or the same historical factors affect how the United States is between ethnic identity and citizen consciousness education, how to deal with good citizen education of consciousness and the identity of ethnic group relationship, these countries to formulate the corresponding policy, the maintenance of national stability and unity and to promote the harmonious development of the society has the important practical significance.The whole paper is divided into five parts.
