As an essential part of national smart power, charity has been identified as a publicsector which offers numerous benefits. Firstly, it is a means of expressing love andconcern towards individuals, which meanwhile helps to raise societal attention towardscharity. Secondly, charity itself could mirror a society’s moral standard and its generalmental development. Then, charity, functioning as the third distribution of social wealth, isan important way to ensure public service social equity. Therefore, gaining the public faithin charity and enhancing the efficiency and function of charity organizations have becomeurgent issues.With academic methods of bibliography research and comparative analysis, thisdissertation will study series of problems emerged in China’s development of charity fromthe perspective of public management. Provision of public services is a basic function of acontemporary community while charity (including fund-raising, management andimmediate rescue), as an important aspect of public service, should have been the branchof community service. Currently, there have been several issues concerned withgovernmental and market failure in China’s charity business: low enthusiasm of publicparticipation, poor social environment to support charity and the imperfect performance ofcommunity charity. Based upon the actual degree of charity development in China and anadequate analysis of governmental and voluntary failure theories, this dissertationintroduced a pattern called Community Charity, namely regarding the community as a cellfor the whole charity system for the future development of charity. Several approachescould be taken to reach the community charity. Firstly, the managerial mechanism shouldbe changed in a way to promote the community as a fundamental form of charity.Secondly, further enhance public faith in community organizations to avoid voluntaryfailure. The third approach is to build a more comprehensive operative mechanism forcommunity charity. Then, create a more supportive social environment for thedevelopment of charity. Finally, maximize the potential of a community as a rich resourcefor people.Community, as one of the most fundamental social organizations, could bring benefits that government and market could not offer to the development of charity. Thus,identifying the community as a fundamental role in promoting charity could fully utilizethe community itself, reduce the gap between the rich and the poor, help to tackle issuesincluding a lack of social security protection and social benefits, reach the goal of ‘littlegovernment, big society’, empower people to manage charity and thus build a sustainableand harmonious society.
