After the founding of the People’s Republic of China, China has embarked on theroad of socialism based on the historical environment and development needs. People’sRepublic of China and Japan do not establish formal diplomatic relations. Before and afterthe founding of the PRC, the friendly people in the development of Sino-Japanese tradeand economic organizations have emerged in Japan. The Japanese people want to carryout trade activities with China. In order to break the United States policy and attempt thatblockade and contain new China, make full use of foreign resources to restore and developthe domestic economy, China has formulated the non-governmental diplomacy policy of“non-governmental trade goes first,which promotes governmental exchanges”. In the caseof Sino-Japanese official channels can not be opened, China hopes that thenon-governmental exchanges activities can improve Sino-Japanese official relations.There is a great complementary in the Sino-Japanese economic. The trade exchange hasbecome the main form of non-governmental exchanges.The time of Sino-Japanese non-governmental trade before the normalization ofdiplomatic relations is from1949to1972. The paper first discusses the historicenvironment of Sino-Japanese non-governmental trade before the normalization ofdiplomatic relations in detail, and analyzes the Sino-Japanese relations after World War IIand the reasons to carry out non-governmental trade. Taking the time as the clue, beforeand after the founding of new China, the paper discusses the establishment ofnon-governmental trade promotion organizations in Japan. In the fifties, the thesis combsand analyses on the Sino-Japanese four non-governmental trade agreements, theimplementation of the agreements, and the similarities and differences of the agreements.In the sixties, the paper elaborates Sino-Japanese friendly trade and memorandum trade. Inthe early seventies, Sino-Japanese people from all walks of life interact frequently. Theultimate goal of the Sino-Japanese non-governmental trade activities that thenormalization of diplomatic relations between the two countries finally realized. The paperalso analyzes the important role of Sino-Japanese non-governmental trade before the normalization of diplomatic relations, affirms its historical status, and gets somediplomatic experience. These experience will provide some reference and guidance whenChina develops foreign relations.
