| Inter-regional ecological compensation is fatal to resolve the positive external problems of environment; therefore, it attracts mass of professors'attention from various spheres such as law, environment protections and economy, yet there are still many debates on some questions on it even the essential problem of its definition. From the dimensionality of establishing legal system of inter-regional ecological compensation, the thesis discusses the content of inter-regional ecological compensation legal system, necessity of establishing inter-regional ecological compensation legal system and current issues on legislation of inter-regional ecological compensation in China. In addition, it puts forward some proposals on our countries intending legal system of inter-regional ecological compensation base on the investigation and reference to the legislation in developed countries. The thesis includes four chapters.In the first chapter, the author chiefly attempts to resolve some theoretical problems about the inter-regional ecological compensation legal system. At first, the thesis identifies the definition of inter-regional ecological compensation. From resent results of study and legislation, there is no popular and uniformed definition; even some views are completely opposite. In the opinion of the author, to characterize correctly a definition must grasp its features and its history background. Ecological compensation is characterized as follows: first of all, ecological compensation compensates the immaterial parts of environment resources; secondly, ecological compensation compensates the positive external environment; thirdly, ecological compensation is sustaining compensation.
