Institutions for the administrative organs implementing policy tools, and the relation with theenterprise closely, it is the intermediary. If Institution staff do good job, it will play a promoting roleto national economy development, if not, it will hinder the development of the national economy.The current institution staff role play due to many factors, there is a lot of problems. This paper triesto study institutions staff role played in Chongqing. If we analysis the situation of the role thatinstitutions staff played, we can identify obstacles to the role of institution staff in Chongqing andfind solutions to these problems. At the same time, we can show our experience to other provincesand cities, make them take less some detours. Because foreign scholars research fewer on the rolethat institutions staff played, so this article is mainly refer to the domestic research theory. I studythe role of Chongqing institution staff combined with the performance theory, human resourcesmanagement and relevant theories. At last I want to improve the current institution about humanresource management.This paper adopts the methods of documentary analysis, inductive method, graphic method,questionnaire investigation method, combined with the title appraisal theory, the theory ofperformance management, human resources management theory, incentive theory to Chongqinginstitution staff functions were studied. Research mainly includes the research background andresearch significance, research methods, research content and target; consolidation of domestic andforeign theory, and the theory is reviewed the research scholars at home and abroad, to find themissing institutions play a role in research, at the same time, to the institution, human resourcemanagement, performance appraisal incentives are defined; the institution, establishment andpersonnel, personnel structure are analyzed; The condition about education of Chongqing institutionstaff is terrible, discharge capability is not strong, arrangement and use of dislocation, mixedphenomenon is serious, the Director-General entrepreneurial atmosphere is not dense, morepersonnel than work available phenomenon is serious, in-depth roots and less, from business lineproblems, lack of innovation talent, innovation ability is weak. By research on the Chongqinginstitution current situation, I find the resources of these problems, the responsibility is not clear,government affairs is not divided, imports of lax supervision, education and training is ineffective,promotion is impossible, development space is narrow, assessment popular forms, rewards andpunishment does not make hard, the shortage of funds, income allocation is reasonable. At last Igive some advice, such as to put forward to accelerate the classification reform of public institutions,the full implementation of open recruitment and selection system, innovation education and trainingsystem, deepen the system reform of professional title appraisal way, reform, reform the incomedistribution system, apply positions and ranks the parallel system, advance the funds safeguardsystem reform, promote the institutions of social insurance system actively to solve the questions.
