Soldiers are the military base. To Strengthen the construction of army, and raise the level of military information, it is necessary to enhance the quality of the soldiers. To enhance the quality of the soldiers, the first link is to solicit new recruits that do a good job of this "source" project. China's current recruitment methods in the past for a long period of time, played an important role in order to strengthen the army. However, with the development of the times and the needs of military modernization, this lack of recruitment methods emerged. Therefore, we must reform the existing recruitment methods, full use of computer technology and network communication technology, improving the recruitment of work tools and methods to improve the planning, scientific and accuracy.Under the new situation it has become an inevitable requirement for conscription work.Based on the current our army's characteristics and requirements of the conscription work, this paper demonstrates the importance and the necessity of the information technology recruitment work ,analysis the development status of domestic and international recruitment, recruitment information management system, human resources selection and assessment system,specific the aim of researching and developing military strength selection and assessment system,that is to bring modern information technology and quantitative techniques used in recruitment work, change the traditional mode of operation, improve recruitment efficiency and quality of troops. this paper sets up a comprehensive quality evaluation index system for soldiers, adoptes a comprehensive assessment methodology that a neural network-based,AHP fuzzy comprehensive evaluation supplemented assess the quality of the troops, case-based reasoning technology to the allocation of troops, research and design a set of military strength resources selection and evaluation system. The system is based on B/S software architecture to improve the system stability, flexibility and security; The paper using UML technology modeling analysis the system functional requirements, design principles, system flow etc. Through the compared to determine the system architecture, the overall technical solutions, development tools, database applications and application services device; achieved the main system interface . Finally, based on the summary of the full text, it pointes out the problem that should pay attention to the next step which is the established evaluation index system of overall quality troops,evaluated the choice of methods and the next step developering of the system.
