Under The Emergency Policy Research In China

Since the reform and open policy, our country has entered the social and economic transformation. With the increase of social and economic transformation, series of interests and conflicts problem appear in large numbers, the emergency’s frequency and series of reaction has become a common conditions when a policy is going to be pointed. Although some accidental incident bring the social development some negative effects, but on the other hand they can give public policy making a opportunity. Emergencies will make the problem become urgent and be put on the policy agenda. Based on the analysis of the policy network theory and management, article chooses policy network as a research perspective.The paper locate the theory research of the public policy making of the accidental incident, in addition to pay attention to the theory of the general level,at the same time, because of the fact, we choose a example like the school bus’s safety accidents and the deciding of the rule to explain so that we can use policy network theory to analysis all the stakeholders and their interaction. Through the abundant analyse, pointing out the problem during its interactive process and putting forward the corresponding optimization countermeasures, so we can provide the government departments some advise to improve the ability of the deciding.
