The wide spreadof the Internet makes a greater range of citizen participation as possible.As the mainstream platform in the age of new media, Internet has becomethe new mass media to form the public opinion, providing the importantinformation channel for ordinary people to express their own opinion.Expression of personal opinion on the hot events, the citizen networkparticipation in public policy formulation, has gradually changed thetraditional sense of the public policy formulation process.Practice in the last ten years, the participation of the citizennetwork in China shows that, at this stage, in order to build a moredemocratic decision-making process and public governance model, between our country government and citizen, we should provide the ways of thecommunication, consultation and cooperation. Every coin has its two sides,we should clearly recognize the development of things, the citizen networkparticipation in public policy process has made obvious achievements, butthe citizen network participation is often dominated by the government,citizen’s initiative has not been brought into full play.
