Research On The Compensation Of Stakeholders In Public Policy-making

In recent years,the increasing number of Losing-single-child Family and the frequent large-scale group petition for the protection of Losing-single-child Family are endangering the social harmony and stability in our country.The issue of compensation for the benefits of Losing-single-child Family has gradually come into people's sight,and become an important livelihood issue that the government decision-makers and the public pay close attention to.The issue of benefit compensation related to Losing-single-child Family support and compensation has also become a hot topic for scholars in Policy Science and Sociology.The law of profit and loss compensation of public policy and the theory of stakeholders have laid a theoretical foundation for us to study the benefit compensation of the potential benefit victims who lose their only child due to the formulation and implementation of the public policy of family planning,it also provides a train of thought for us to study the benefit compensation of policy-related people from the angle of policy-making.Taking the problem of providing for the aged of Losing-single-child Family in Nanchang as an example,this paper investigates the loss of benefits of Losing-single-child Family in Nanchang,understands the present situation of benefits compensation,and analyzes the dilemma of benefits compensation.At the same time,this paper makes an in-depth comparison and analysis on the help of other provinces and cities with different development levels,so as to discuss the lack of benefit compensation for Losing-single-child Family in the formulation of China's family planning policy.And on this basis,found that China's public policy in the formulation process of the problems.Firstly,the system guarantee is insufficient,the contents of the compensation policy and regulations about the stakeholders are empty,the rights and responsibilities of the relevant subjects are unclear,and the compensation is difficult to implement.Secondly,the mechanism of interest expression is not perfect,and it is difficult to express the interest demands of the policy-related parties,which hinders the response of their real demands.Third,the policy compensation resources are deficient,the fund source channel is unitary,as a result compensates the input insufficiency.In addition,the content of compensation is narrow and small,and there is no diversified support to suit the situation,which reduces the actual effect of compensation.Finally,the main body of compensation is single,ignoring the unique power of diversified social organizations to participate in compensation,and the social power is not enough.The compensation for the interests of the policy-related parties is a problem that can not be ignored by the main body of policy-making.The effective solution of the compensation problem will help to achieve the relative balance in the distribution of the interests of the policy object and help to strengthen the social identity of public policy,maintaining social stability.In addition,this also accords with the public policy social public interest maximization connotation request.Therefore,how to effectively implement the compensation for the interests of the policy-related parties,build a compensation mechanism for the interests of China's stakeholders,and really help those who need the interests of compensation groups is the main purpose of our study.Through the analysis of the causes of the dilemma of the compensation for the interests of the policy-related parties in China,we put forward some suggestions on the construction of the compensation mechanism for the interests of the stakeholders in the formulation of public policies in China,hope to be able to provide reference for the later research of public policy-making link.First,the main body of policy-making should take into account the interests of policy-related compensation at the beginning of a policy-making,and put forward clear policies and regulations on the interests of compensation,the implementation of the relevant subjects of responsibility.Second,for the full expression of the interest demands of stakeholders,we should make clear the smooth channels for the participation of stakeholders in policy-making.Third,in order to enrich the policy implementation resources pool,the allocation of policy resources should be optimized from the aspects of manpower,funds,information and so on.In addition,the content of compensation for stakeholders should be determined by their own differential demands.Finally,in order to enrich the main body of compensation and introduce social forces to participate in compensation,the government should establish a long-term effective feedback channel of benefit compensation with the Third Party organizations,and encourage the participation of social pluralism.
