It has been30years from the beginning of our country’s reform and opening up, during which period China has made great achievements and have been attracting worldwide attention. Meanwhile, problems arised. In response to the new situation and problems in the process of reform and development, the CPC Central Committee proposed The Scientific Concept of Development. Based on the scientific summary of the reform experience over the past30years, through the application and development of The Scientific Concept of Development in the field of reform, in fact the CPC Central Committee has been coming to a basic guiding ideology to guide the reform, which is called The Scientific Concept of Reform. In order to properly resolve the reform problems,calmly deal with the challenges of the future reform, provide better institutional mechanisms for the implementation of The Scientific Concept of Development,it is necessary to summarize The Scientific Concept of ReformLooking back China’s development of concept of reform over the past30years systematically, based on the empirical analysis of the great challenges we are facing, from the view of the new requirements of the practice of reform, this thesis gives a comprehensive summary and conclusion of The Scientific Concept of Reform, as well as the institutional mechanisms for the implementation of it.This article includes four parts.
