Farmers’ democratic rights issue have become a major obstacle about the peasants survival and development. These issues are also the discordant elements in harmonious society. In order to practice the spirit of equality of the Constitution, and promote the democratic politics process, the government should Strengthening the system of protection of democratic rights of farmers. Then the author points out that there are three elements influenced the institutional guarantee:Economic base, the relevant departments of the management characteristics and farmers themselves.Finally, combined of theory and practice, On the recommendation, local government should develop the market economy so that there will be a consolidate democracy and the right basis to a right system; establish a legal system to protect the democratic rights of Peasants, and grasp the key element of improving the system; Deepen administrative restructuring and create a system to protect the democratic rights of farmers; cultivate socialist peasant culture, and enhance the farmers understanding about their democratic rights. These are some specific proposals and measures for improving and strengthen the democratic rights institutional guarantee of farmers.
