Research On Mechanisms Of Public Service Provision In County Based On Supply Chain Management Theory

In our country’s public service system, as the county public services play an important role in the service-oriented government construction for its forming a connecting link between the preceding and the following, approaching grassroots level, linking up between city and countryside and its comprehensive service projects. Currently, China’s county public demand for services has entered a period of rapid growth, and appeared this kind of diversity and complication for demand, which requires more fair and efficient public service as well. Conversely, a single subject and top-down mechanism of the county public services are difficult to meet the growing and complex needs. The reform of public services in county still lags behind in socio-economic development process, which requires us to make a reasonable choice, innovating the delivery mechanisms and ways of public service in county, and promotes the public service delivery mechanism of the diversity.This paper, based on the theory of supply chain management, aims at studying the delivery mechanism of county public service, and constructing the supply chain of county public service with the guidance of the new public service theory and the means of the theory of network governance, using the research method of literature, interdisciplinary research method, case study analysis method etc. This article proposes a set of distinguishing features and innovative ideas.Full text of this article is divided into six parts, the contents are as follows:The first part describes the background, significance, motivation, train of thought, methods, and purposes of this study. It provides the background support for further research from a different perspective to state the necessary background on the research topic.The second part, through reviewing of the literature, discusses the theory of supply chain management and related concepts, characteristics, development, operational mechanisms of public service in county.The third part, based on the analytical framework of public service provision mechanism of supply chain management, introduces supply chain management into public service about its necessity and feasibility, and analyzes supply chain management and public service delivery mechanism fitted for the status quo.The fourth part constructs the delivery mechanisms of public service in county by using the theory of new public service as a constructional idea, the theory of networked governance as a means, and service supply chain as implementation for technical support.The fifth part, through studying the typical case on mechanism of public service delivery in Liuyang City, Hunan Province, examines whether the construction of public service provision mechanism in county is operable and significant, and puts forward some concrete measures in practice to improve public service provision mechanism in county.The sixth part summarizes the full text of the study, and proposes the limited factor and direction for further researches.This article tries to innovate from the following aspects:Firstly, this paper, based on multi-disciplinary research methods in the aspect of research angle, crosses the theory of enterprise management and public management theory, and applies the theory of supply chain management combined with the new public service and the theory of network governance to delivery mechanism of public service in county. Furthermore, we use the relative theory of supply chain management to analyze and construct the model of delivery mechanism of public service in county.Secondly, this paper,based on supply chain management for technical support and the guidance of new public service theory, uses the network governance as a means to achieve this, and constructs the typical analysis frame from question to theory, and then through the technical route to empirical test.Thirdly, this paper, started with the current situation of county-level public service delivery mechanisms, analyzes the current problems in the supply of public services in county, and then establishes the delivery mechanism of China’s county-level public service applied with the related theory of supply chain management. With the above support, we try to create a flexible and efficient public service supply chain in county.
