The Research On Local Government Credibility Of China

Mankind is a social animal. One person will absolutely connect with others duringhis growth and personal development. Therefore, interaction is the basic form of humansociety. Marx had a famous saying: human nature is not a single individual inherent inthe abstract material in their reality, and it is the sum of all social relations. Interactionand cooperation is inseparable. Trust is closely connected with them. Social creditsystem is a complicated systematic engineering, and government credit is the core of it.Government credibility is the sensor of social credit status, as well as the ruler whichcan judge the degree of social credit crisis.Government credibility is an old topic which also absorbs new and creative ideas.In this paper, Chinese local government is the research object. This paper refers to alogic sequence that “proposing the question, analyzing the question, solving thequestion” to lunch. This paper, altogether, can be divided into five parts. The first partis introduction which will introduce the research background, the status quo of thisresearch, the logical way of thinking and research methods. The first chapter willillustrate the distinction and connection among credibility, trust, credit and integrity,and definite credibility and illustrate its characters. The author also points out thefunctions and evaluation criterion. In Chapter two, the author takes Yunnan Mengliancase as an example, this part will illustrate the anomie of local government and citizenin group incidents and its contraction to government credibility, the interactive logicbetween group incidents and government credibility. In chapter three, this paperillustrates the behaviors, characteristics and reasons for the drop of governmentcredibility. Chapter four “remolding Chinese local government” is the core of this paper.In this chapter, through drawing some lessons and experience at all times and from allcountries, several suggestions can be provided: Establish social credit system; Government credit assessment system can be established;government supervisionmechanism can be improved; the accountability and compensation system ofgovernment can be established and improved. The last part is ending which concludesthe research achievements of this paper.The creative points of this paper is that by using the relative theories of Politics,Public Administration, Management, Sociology, Science of law to research governmentcreditability, the tendency, status and cause of government creditability anomie in theworld can be deeply analyzed and the lessons and experience both in China and abroadcan be concluded, and meanwhile several suggestions for improving governmentcreditability also be provided, which is also exercisable.
