The Comprehensive Assess Study Of Ecology And Economic Of Highway Construction Project Under "Two-oriented Society"Construction

With rapid development of economic and society in China, highway construction has witnessed high development, which enhances transportation industry and improves traffic condition. However, in today’s two-oriented society that is resource-reserved and environment-friendly, construction highway in an area should consider not only its society and economic benefits, but also its influence on nature and ecology. Based on the fundamental requirement for two-oriented society construction, this paper explores the profound content of highway construction project in two-oriented society and establishes comprehensive judge system of economic and ecology of highway construction project, providing more scientific and effective judge method for public decision of highway construction.Firstly, the charactesitc of economic study on highway construction project is analyzed and the economic characteristic of highway construction project in two-oriented society is summaried:sociality, double face of economic, funds density. Also the main content of economic judge of highway construction project is explained and the difference between economic-cost benefit analysis and finance analysis is proposed. Moreover, both judge system of economic-cost benefit analysis and finance analysis of highway construction project are established and the calculating method and processing of each judge index are explored.Furthermore, it explains the main content of ecology judge of highway construction project by combining the construction requirement of two-oriented society and the construction idea of ecology road and establishes the judge system for highway construction project. By introducing fuzzy Analysis Hierarchy Processing (FAHP), the experts judge and mark to construct fuzzy judge matrix and then the weight of each index in the judge system is calculated. The fuzzy judge result can be appropriately applied in the ecology judge work of highway construction project.Finally, the highway construction project from Loudi to Xinhua is taken as an example to analyze its economic and ecology judge, based on which the way to improve ecology is proposed. By case study and analysis, the economic and ecology judge study can be applied into practice better, and will be accordance with the construction requirement of two-society in China and improves better and faster development of higway industry.
